性格轻佻的摄影记着刘继祖赴越南采访，与为政府服务的女翻译阮红萍水相逢，为了归还阮红遗落的物品，刘继祖惹出祸事，被越南当局关入劳动营，在集中了众多外籍“犯人”和本地民运人士的劳动营中，刘继祖遭受了肉体的折磨跟思想的强制改造，同时再次与前来工作的阮红相遇不久刘继祖因香港同事帮助得以脱身，他再次拜访阮红，得知后者的弟弟因参加民运而失踪，可能身处曾羁押刘继祖的劳动营，刘继祖答应帮助阮红寻弟，然而他不经意卷入了民运人士的游行队伍，并被误认作学生运动领导而入狱。回到劳动营的刘继祖找到了阮红的弟弟，他与牢友合作，准备在阮红的帮助下涉险越狱……
